Do you think the fact that someone has been abused as a child can be used as an excuse for behaving badly as an adult (and therefore excusable) or does society expect them to have learnt the correct way to behave?

If someone is using it as an excuse, then they already know they shouldn't be behaving badly. None of us can change what happened to us in the past but we are each responsible for who we are NOW. Some people do need help but they have to reach for it. There are reasons, but there are no real excuses for making the choice to behave badly.
