Luke 2:8-12 sheds light on this.

8And there were shepherds living out in the fields nearby, keeping watch over their flocks at night. 9An angel of the Lord appeared to them, and the glory of the Lord shone around them, and they were terrified. 10But the angel said to them, "Do not be afraid. I bring you good news of great joy that will be for all the people. 11Today in the town of David a Savior has been born to you; he is Christ[a] the Lord. 12This will be a sign to you: You will find a baby wrapped in cloths and lying in a manger."

Jesus, at that very moment, was the baby in the manger. The Angel of the Lord is just another messenger for Almighty God. God has myriads or thousands upon thousands of angels as stated in Hebrews 12:22.

    • As old as this post is, I came upon it and couldn't ignore your mistake.

-The question is "who is the angel of the lord?" Emphasis on "THE."

-In the scripture u referred to, it says "AN angel of the Lord."

So the question REMAINS. Who is THE angel of the Lord. Of course AN angel of the Lord is a regular angel.

In the scriptures, there is terminology for The angel of the Lord, AND, An angel of the Lord.

    • I believe the mistake is yours by inferring that the word "the" is emphasized in the question. But if you're asking which angel is top banana among angels then maybe you should ask it.

      Footnote to Zech 3:2
“The angel (messenger) of Jehovah,” Sy; MLXXVg, “Jehovah.”

The angel of Jehovah at Zech 3:2 is the same as the messenger of the covenant at Mal 3:1.
