As old as this post is, I came upon it and couldn't ignore your mistake.
-The question is "who is the angel of the lord?" Emphasis on "THE."
-In the scripture u referred to, it says "AN angel of the Lord."
So the question REMAINS. Who is THE angel of the Lord. Of course AN angel of the Lord is a regular angel.
In the scriptures, there is terminology for The angel of the Lord, AND, An angel of the Lord.

I believe the mistake is yours by inferring that the word "the" is emphasized in the question. But if you're asking which angel is top banana among angels then maybe you should ask it.

KJV says "the angel of the Lord" at Luke 2:9.

Footnote to Zech 3:2
“The angel (messenger) of Jehovah,” Sy; MLXXVg, “Jehovah.”
The angel of Jehovah at Zech 3:2 is the same as the messenger of the covenant at Mal 3:1.
