Are you sure she's curious in a sexual manner, or is this a way of getting attention?

Try watching her when she thinks she's alone sometime... if this kind of behavior continues when she thinks no one's watching, you may want to consider a counselor. Such strong sexual behavior at that young of an age makes me think there's something behind it.

Like I said, see if her behavior continues when she's alone, or if she only starts acting this way in public. If it's in public only, I think it's a way to get attention. If she does this alone too, you might have a bigger problem. Either way, I suggest taking her to see a counselor and discuss it.
