The social anomaly of criminal gangs usually stems from feelings of social unrest, a lack of respect for currently imposed social institutions, and the youth being malcontent.

As petrusromanus implied in his answer, if today's youth was socially healthy and content, gangs would not occur.

I myself believe that keeping kids busy and too distracted to form gangs is only a band-aid solution.
The real issue that needs to be addressed here runs much deeper, into the competitive, consumerist attitude that permeates modern society.
In a society where the main focus is working to earn money, and spending money to consume product, people will always find it shallow and hollow on some level.
And thus, social unrest arises, gangs are formed, crimes are perpetrated, and the cycle of fear and consumerism continues.
