Not with out giving up his Canadian Citizenship. Peerages and other Honours all come from the Honours Fount of whom Her Majesty is also vested Sovereign. Only Her Majesty may appoint Peerages or Honours (Hereditary or not) and she does not appoint such to Canadians as a result of “The Nickel Resolution” of 1919 specifically requests Her Majesty not to appoint Honours and Peerages to Canadian Citizens, and as Queen of Canada, Her Majesty is obligated to listen to the advice of her government.

This is exactly why Conrad Black gave up his Canadian Citizenship.

Grandma = You are qutie right about that in the LEGAL sense of the term, but I don't think it was fair to mis-rate me as I used that term for simplicity. The Nickle Resolution requested Her Majesty not to affirm such honours on "Canadians".
