With one parent's consent, girls of 14 can still marry a man of any age in most if not all States.
The FLDS Mormons frequently marry girls 13 years old, that is if the man donates enough money to the church so "God" will bless the union...
That's very much like a church trafficking in teen age girls, in fact it's exactly like that except her parents get none of the money.
