Is it true the ozone layer acts as a shield between us and ultraviolet radiation

If it remains in a good condition, yes. However, if it is damaged as it has been over the last 50 years and cracks and holes start to appear, it cannot stop excess radiation entering the atmosphere and remaining here, contributing to the heating up of the atmosphere.
