Hiya Mastodon. I think the reason is that Governors like Ed Rendell in Pennsylvania have faced some hard facts with the recent downturn in the economy. Either they'd have to shut down half of the state services, or find a new source of revenues. They look at casinos as "free money" that would otherwise have been spent in Las Vegas or Atlantic City. Thus these governors push to have legalize gambling and lobby to have casinos built in cities like Pittsburgh.
