A man gave a woman his phone number and she responded that she would not call him. Then two months later he became engaged to another woman. What is going on in his mind?

What does she care if she has no intent of calling the guy? obviously there was no commitment there and he has every right to go out and seek the affections of another and sounds like he found someone better.
