Why do I get a high "wanted level" just for swimming across the river to the other island?

    If you somehow manage to make it to a part of the game that you are not yet supposed to have access to (Such as using the Rocket Pack Cheat, or in your case, swimming) then your wanted level will spike very high. It's just the game's way of trying to keep you to stick to the story line.

    Also, if you get anywhere near the Naval Base, you will also spike!
