Who declared that all US presidents are exempt from war crimes and how is this justified?

    No such claim has ever been made in any official, legally binding sense. Some political groups have made this argument - most recently the so-called "Neo Conservative Movement" and its "Project for a New American Century", however, the argument has not yet been accepted as a matter of law, nor has it been accepted when proposed by other right and left wing political groups in the past.
