Non-tippers are Non-North Americans living comfortably in their non-tipping countries where service is covered by minimum living wages for most workers. The same non-North American people in the USA or Canada on vacation get given lectures at restaurants about tipping being a compulsory custom and eventually work it out. I've had the lecture a few times and know to do a minimum 15% now to avoid it!!
