This is very subjective -- what I find to be the most fragrant jasmine plant may not be the same one you would choose. I can give you suggestions, but ultimately you need to smell the jasmine plants for themselves and decide which has the most appealing fragrance.

Here are a few that many people enjoy:
    Cestrum nocturnum
    Jasminum sambac 'Belle of India'
    J. sambac 'Grand Duke of Tuscany'
    J. azoricum
    J. grandiflorum
    J. fluminense

According to http://faq.gardenweb.com/faq/lists/fragrant/2004061729002067.html, the only species of Jasminum that are not scented are J. mesnyi, J. nudiflorum, and J. rex.
