Can users be IP banned? It would be really helpful in some cases.

I think AB has to decide ... are they building a knowledge base ala wiki or is this a social network. If they want quality input so what if a few IPs are blocked.

Since AB questions can be found using internet search engines (Google), wouldn't it be helpful if CLs could edit questions that contained poor grammar, cursing, or misspellings? Maybe another select group of users could be designated as Editors? Thoughts?
