What is "baby rusks"?

From the Netherlands, a Rusk is a twice-baked bread that looks similar to a biscuit made out of the texture of a crouton. If you can't find it at your store, you might be able to get the same effect by toasting bread in a standard oven until completely dried out. I would use a very low setting to avoid browning it. it should crumble easily, rather than being rock-hard.
In one of the European countries that I have visited, I think they had a mild-flavored cookie that they called a Rusk so that could also be what this poster was talking about. This was also similar to a biscuit, but softer and sweeter. These answers are from personal experience, but wikipedia also explains that Rusks are eaten in several countries, and describes the differences from each one. I can buy them in Texas at a standard grocery store on the foreign foods aisle.
