When water is about about to simmer, if you turn off the heat, steam escapes. When you turn the heat back on, steam stops. Why?

What thermodynamic formulas and calculations will show that water must freeze/melt at 32 degrees F at standard pressure of one atmosphere?

You're reading I know that if you go into space without a suit you will freeze. But how do you freeze so quickly when there are no particles to transfer heat to? Shouldn't you be perfectly insulated?
