If someone comes up to you and starts chatting as if they know you, but you've no idea who they are, is it rude to ask them?

    It could be. Instead of saying you have no idea who they are, feign distraction. Apologise and introduce yourself and wait for the other party to reintroduce themselves. Use their name and ask. "How long has it been?". "When was the last time we saw each other?". That should give you some clues. Telling someone you are not good with names and faces tells the other person you have no social skills and are not worth talking to any further.
