PCSX2 is such an emulator (only for ps2). I don't remember where I downloaded it from, but I have files called pcsx2_07.zip and pcsx2SSE2-0.8.1.7z in my installers folder (I seem to have two versions of it). You might try googling those names. (edit: and leave off the file extensions when you search)

You can get a torrent file for pcsx2SSE2-0.8.1.7z here:
    http://www.mybittorrent.com/bittorrent/games/ps_2_emulator_working,83801.html

This isn't where I got it from, so I don't know if it works. The program is shareware, btw.

edit: I would wager the SSE2 in the file name refers to the processor instruction set called SSE2 (pentium 4, athlon 64, opteron), so that one is probably a lot better than the first.

edit: And I've used Bleem! (just google it) for ps1 games.

    • Once again, Answers101, you're an idiot. Emulators are legal. ROMs may not be depending on whether you own the game or not...
