    According to wiki:

The invention of the spinner is attributed to David Fowlkes Jr. Fowlkes graduated from Rufus King High School in Milwaukee, Wisconsin before moving on to the Minneapolis College of Art and Design when he was 17. With a sketch and a prototype Fowlkes created the first spinner for a design project in 1990. The prototype then remained stored until 1998 when Fowlkes was working at Reebok and met his future business partners, Hank Seemore, and Ian Hardman. Together the three formed Davin Wheels with a $250,000 loan from the Rhode Island Economic Development Corp.

Spinners were then introduced to the public at the Los Angeles Auto Show. When Davin Wheels was unable to obtain a booth at the Auto Show, they were invited to join another vendor at the show, NBA star Latrell Sprewell's Sprewell Racing (Coincidentally, Sprewell is a Milwaukee native). For this reason spinners are sometimes also called "Sprewells".

Davin Wheels holds the only patent (U.S. Patent 6554370) for the spinning technology, called the continuous motion wheel.

    • My information tells me something different. It says Allan Iverson was the first. It also says they went for $12,000.00 and he did not patent them. But I give you ^4. :)

      Also:
Conversely, things may have been a little rosier if not for that unfortunate misunderstanding with Sprewell Racing during an MTV interview. Davin s name was edited out of the final cut of the show and Sprewell was given credit in just about every rap song you hear. It was one of the best things and worst things that could happen to us, wholeheartedly states Fowles. It gave great recognition to the product but not enough to the brand.

      And..

According to the moderator of the Davin website's own forum:

The whole Sprewell thing came from him being the first owner of Davin Wheels. It was then shown on MTV Cribs...everyone was like "oh, did you see sprewell's rims?" Then everyone started calling them sprewell's and the name kind of makes sense with the wheels spinning. But they were davin's and he really doesn't have anything else to do with them
