that is a good question, and not so simple to answer. half of Brussels speaks French and the other half Dutch.
i think if you would ask this question to two walloniers, two flemish, and two brusseliers, you would get 6 different answers.
Now it does not belong to Flanders or Wallonie. Its a region on its own, with its own government. (just like Flanders has its own government, and Wallonie has its own government) I think the government of Brussels will decide what happens to it when that time comes.

      OOPS!
I live in Brussels and more than 90% of the inhabitants here chose French for their income tax returns.
On the other hand, 100,000 or 200,000 people come each day to Brussels to work there, but live in Flanders or Wallonia. That makes it very difficult, even impossible to know if the next person you meet will speak French or Flemish (Dutch) Since they earn wages in Brussels but pay their taxes in Flanders or Wallonia, Brussels finances are problematic.

Both Flanders and Wallonia would like to get Brussels but not one of them wants to spend a cent on it.
