You can't actually "make out" with the ladies of Vice City, you can only pick up prostitutes and pay for their services. To do this you must first get a fairly decent car and drive up to a prostitute, usually between the hours of 9 and 12 pm. Just park the car right by her and honk your horn til she comes to your window. If she gets in, drive to a grassy area and wait for a bit. The car should begin to rock up and down. While it does, notice that your health increases, so this is also a useful powerup.
In GTA vice city stories does entering cheats affect gameplay, performance etc.

I love Rupert Grint more than Daniel Radcliffe, I mean, Dan is hot, but Rupert is just...woah!!!! In my opinion, Rupert Grint is the total package, the perfect man. I am a chick, and I think emma is very gorgeous, I don't think she's hot in the way that you mean hot.
