Question

Help answer this question below.

I keep blowing the AC/HTR fuse after 15 min. of running the AC. It's a 2000 chevy express van. Could it be the blower motor resistor? Where is it under the hood?

Most likely your blower motor windings are weak, after years of constant use they will break down, this is normal, if it were the anything else, you would not be able to run the a/c for 15 Min's, it would blow the fuse right away, also check a/c dashboard controls.
