If a driver is from NY and they get a ticket in Richmond, VA while doing 100 mph on the highway, would that driver still get points on their license issued by NY state?

    Maybe. If VA reports the violation to NY, you will get points. Some states have a lesser amount of points for out of state violations, say, 2, whereas speeding at that speed would probably get you 5 or 6.
