That's the only rule that makes any sense.
If traffic drives on the right and vehicles give way to traffic on their right hand side, that leads to the opposite situation, where anyone already circulating on a roundabout has to give way to newcomers waiting to get on. And that in turn makes it possible to overload up a traffic circle.
