In NFL football, why isn't a play where the quarterback runs for minus yardage called a sack?

    Because he makes the concious effort to actually run as a means of gaining yardage instead of staying in pocket scanning the field in throw position or scrambling to avoid any disruption in his attempt to make a passing completion... I guess
