Your bird might need a bath?
I shower mine with a plant sprayer i have some biobad that i mix in with the water. I also hear a little calomile tea in the water can help. Encourage your bird to take baths, a large shallow bowl of water, with some of its favourite toys in there.
Birds do tend to have a certain smell, mine smelled of Mc donalds for the first few months!
Oppasite where i work they have a Macaw, and that smells too. Maybe if bathing or showering doesnt work it might be your birds individual smell.
