They are there to show displeasure in an answer or question, though they are not used that much for that, anymore. They are SUPPOSED to mean that the question is not a good one, or the answer is "not helpful".
They count againt that question or answer, but not against the total points you received. Look at your question and answer percentages. They DO effect them, too.
And, they affect the DRer's "+ ratings given" percentage". The more negatives someone gives out, the lower that rating. (I believe 0% means the account is either locked out... temporarily or permanently, I don't know.)
Many of the higher-levels don't give negatives any more, or are VERY selective on which ones they do. Most will just flag offensive or nonsense questions or answers (why DR?) They've gotten hit with them from trolls, people who think it will knock them down some levels, jerks and idiots, and KNOW how it feels. Don't let ANYONE tell you it doesn't bother them, because it bothers EVERYONE. It's just how you deal with it that matters.
Have you ever had an AB "Great Answer" to any of your answers? I haven't that I know of. What's the criteria?

Does one's display name cause your opinion of them to differ? Does it change your view of the validity of their answer?
