I'm sorry, that was a not well explained answer.
I was thinking in depth, but didn't type it out.
They are able to survive in the hostile situations you described because of how they were equipped to reproduce with a more tolerable generation. Since the parent grass (think of it on basic terms like this) went through a dry season, simply put, through natural selection and adaptation, their offspring won't be as vunerable to the damage that would be caused. It's just how a species survives; turning on and off genomes and characteristics.
