If they contain a lot of writing that motorists are likely to read then maybe. If they keep changing so the observer has to wait a few seconds to see the advert they had started to read and were interested in reading then they could be bad. You darw not look away in case you miss it again...
However, in most cases billboards are not a distraction and digital ones are ok if they are sensible.
They are designed to be quick and easy on the eye,
so as not to distract the motorists.
So a definite maybe.
