I got a ticket in a movie theater parking lot for an unrestrained child. I started driving before she was buckled up and was stopped and ticketed. I only drove forward about 50 feet and never left the parking lot. Is this justified/ticketabl

Yes it is justafiable, the engine was on and you drove the vehicle therefore you deserve the ticket
