There is no visible sex scene like there was in a mod for San Andreas, however you can pick up hookers by getting in a regular car (not including police vehicles, or anything of government sorts). You then drive to a secluded area and let her do what she does best!
PS: It costs a dollar for every second your in the car with her so spend your money wisely.
In GTA vice city stories does entering cheats affect gameplay, performance etc.
