If the doctor has taken the -Hippocratic Oath- or a similiar oath of modern times that states some thing similiar to the following...

"To practice and prescribe to the best of my ability for the good of my patients, and to try to avoid harming them."

Then the doctor is by his oath supposed to make an effort to do good for his patients by either seeking a diagnosis or finding some one or some way that would yield a diagnosis for the good of their patient.

The difficulty of today's time is that many people don't pay special heed to their oaths. If you are wondering about the law concerning obligation of the doctor the law vaires from nation to nation from state to state.

Here is a useful link from Wikipedia concerning the Hippocratic Oath.
