I have a lot of respect for the employer who notes in the Employee/Personel Handbook how a bonus program works. I have only had one employer who did this and it went something like: 'Employee Bonus Program - Bonuses may or may not be awarded, depending on financial circumstances and the over all attitude of our staff. Our organization is as successful as our employees make it.' I don't remember exactly word for word, but it was several years ago and it made a good impression on me.
