I have a dog that does this once in awhile, it is not uncommon for her to do this right before she rummages through the bathroom garbage for a monthy treat either. I have noticed that sometimes the plucking noise is accompanied by a foaming at the mouth, this may be her way of trying to draw the scent in, much the way a tiger makes an "ick face" when it smells another tiger's scent. By making that face they can draw the scent into their sinus cavity better and remember it for next time. Apparantly this is something they want to remember.
