Sometimes apple cider vinegar "with the mother" will relieve the bite.

Try putting in horticultural cornmeal in the bath. It really does a trick on the skin and softens it nicely also.

Sometimes even yogurt will relieve the itching.

Oatmeal or the colloidal oatmeal powder found in the drug store is a nice safe try. It is very soothing.

There are a lot of herbs. You will want to do some research to find what herbs are good for him and his system. Comfrey or calendula are a couple ideas. With spring here, some viola (johnny jumpups) flowers and leaves (organically grown of course...no synthetic chemical fertilizers or treatments) rubbed over the skin can sooth it nicely. They taste great too. Many herbs are easy to grow in a pot at home.

You may want to rub a fresh twig of rosmary on your son as a repellant.

Always test a small amount of a substance first to check for any adverse reactions with a young child's system.

A half tab of Vitamin B1 may help him also. (25 or 50 mg)

Try to be sure to use a soap with no chemicals like sodium lauryl sulfate, etc. [see some of my posts on soap]

Fresh cut aloe vera can work.

Different bodies have different systems. So, you will need to experiment. With young bodies like your 2 year old, their system will change. Also, go slow with anything that you may try.
