Members of the military only render a hand salute to the flag if they are in uniform. If they are not, they show respect by placing their right hand over their heart, or if they're wearing a hat, by removing the hat and placing that over their heart.

I don't know of any circumstances where it would be appropriate for a civilian to render a hand salute to the flag.

    • Recent changes to the US Flag Code now allow military personnel out of uniform and all veterans to render the hand salute to the colors.
