Most likely, you will not need to take any criteria into consideration at all. Nearly every rear spoiler you will ever see is entirely cosmetic. For instance, nearly every ricer you see on the Fast & the Furious and on the street are front-wheel drive. The whole point of a rear spoiler is to create downforce to keep the drivewheels sticking to the pavement (for the most part. If you are going 150mph, you could benefit from a full air dam and rear wing, but most likely you are not), so any FWD car is actually slowed down by a spoiler. Likewise, a spoiler is generally useless for generating downforce anywhere below, say, 85 MPH. Most likely, you will never see this speed off of an interstate or other straight, banked surface.

So really, if you are going to design a spoiler, just make it look nice... that's all they ever do on a street car anyways (though many would debate the cosmetics of the piece as well).

    • Some (though not many) FWDs can benefit from a rear spoiler if the other aerodynamics are such that the rear end starts coming loose at high speed, though they rarely need much of one.
