Is Goku Supersaiyan 4 stronger than Broly Legendary Super Saiyan?

i dont get it either because from the lookes of it broly was only an assended super saiyan or a super saiyan 2. so goku should have been able to beet him easily since he was a super saiyan 3 at that point
