Are there any web sites that will allow a shareware author to upload his software without charge so that people can download it without charge?

What you want is a listing on download.com and fortunately for you, they dont charge for their basic service.

Basic Service includes:
Directory Listing - Listings on www.download.com so people can search for it
Free HTTP File Hosting - They host your file so people can download it.
among other things.

Click on Listing Packages
