Could be, but no sense in allowing it to get to where he is becoming TOO fascinated by them. :) Otherwise, he might end up like me as an adult, lonely and subscribing to "JUGS" magazine or something. lol (jussssst kidding).

That is natural... At that age breasts are not sexual, not in the slightest. Your child sees that as a source of nourishment (since he stares at your breasts, I am assuming he was breast-fed) and that is what he sees them as when he looks at them; he's probably nostalgic about the breastfeeding.
