Is it bone, or soft tissue around the bone??? Try to squeeze it ***VERY***GENTLY*** -- you should be able to tell if it's on the bone, or if it wiggles around over the bone...
My guess is it's floating over the bone and actually has nothing to do with the collar bone.... bones don't grow bumps like that over night... it's probably either a cyst, or a lymph node that's become infected.
Neither of these things should be squeezed, as they will heal naturally on their own, and they probably won't come out, but will be cleaned up by the blood. Squeezing could cause a life long scar, as it will kill tissue under the skin.
Watch it for a few days -- avoid all beverages except water -- and drink plenty of water... that will help "clear" the thing out. If it starts to bother you, or if gets bigger -- you could have a doctor surgically remove it -- but I prefer to let the body heal itself if possible -- you'd need to keep a healthy diet until it's gone.
