I've personally seen a four-story robot in use, in Detroit, MI, for the purpose of building the robots that assemble cars. This was fifteen years ago, and wasn't all that new at the time. It was fully hydraulic, with fairly rudimentary control systems. A modern computer-controlled version could certainly cruise you in style. If you've ever seen that video of the guy in California that stole an M-1 tank, you'll have scratched the surface of the sheer destructive power of such a device, with or without armaments.
Better make it ungodly fast, though, 'cause someone WILL take offense the first time you crush a suburb beneath your cold, unfeeling treads. Unless the armor can hold up to artillery and airstrikes... Ah, the possibilities.
