Consider this. Goku, in the 11th(?) movie, is basically charged by Kaio-sama with going to hell to kill Brolly again after Trunks and Goten finally defeat him, and this was at the point in the series where he could only reach SSJ3. That means that it is almost guaranteed that Goku could kill Brolly with an extreme level of ease as SSJ4.

now if Broly had a legendary Super Saiyan 2 form, he'd win.

Possibly, but Goku was alot stronger by default without his super saiyan forms, meaning that he would not only be stronger as in the difference in power between SSJ3 and SSJ4, but you would also have to add in the amount of strength he had gained between that point in the series when Movie 11 took place, and any point after which he acquired the ability to go SSJ4. Also, remember that his default power is exponentially increased with each Super Saiyan form, so iut would be even more than that.
You have to consider that as well, so we don't really know. I think Goku would win just because, besides Raditz and Cell, he always wins.
