Should the rules of rugby union be changed to make it more attractive to spectators?

    Yes,i think it should,but at the same time still maintaining the gap between union and league,i enjoy both codes(but prefer union),however during this last world cup,i found that the constant exchange of long ranged punts from one fullback to another,and the exchaging of penalties too be quite boring,almost every team prefers a scrum or a ruck than risking the oposition having posetion in their half,which is the reason for the constant punting.
    However,in the QF,Fiji played free flowing rugby,and in the pool games produced i think one of the best matches in world cup history against wales,this is because they had bloody terrible lineouts and scrums,which is why they couldnt afford to punt and almost always had to play the ball.
    I think the rules have to be changed to some extent to encourage this,more line breaks and less scrums.
