Ideally the sooner you prepare for making contact with the ball the better. So this means the weight shifting should begin once you see the ball coming and you prepare your stroke. You always want to position your feet properly so that you are in the correct position to hit the ball but it is most important to shift the weight of your body forward in stepping into the ball before you make contact.
