In 1 John 1:9 the Apostle John made the statement, "If we confess our sins" then in 3:9 he said, "he cannot sin, because he is born of God. In both verses he's referring to the same category of people "Born Again Christians" how can this be?

He was saying that God will forgive US OUR sins (in the first quote you have) and in the second one he is saying that someone who follows God and His rules won't sin. Cause He tells you not to. So you have to follow him and not sin but if you do he will forgive you.
