A better way to think about it, is to consider God outside of time. I know it's hard to imagine, but if God isn't bound by time the way we are, it's not really a matter of "before" or "after" at all...

If we will just deal with what we know we are guilty of, it will change the pattern of our thinking.
I was just preparing a message from 1 Kings 17, which I will probably title, "God Chose You . . .", and this is a thought that has been on my heart for a long time. I agree with the comment of, before or after, but I don't think God goes looking for a reason to judge us before we even think to do something. God does know what is in the heart and He goes by the intent of our heart. God calls us and trusts us until we prove otherwise and then He deals with us appropriately, or accordingly. He does not sit around waiting for us to do wrong so He can punish us.
I believe God chose Judas because He trusted him, not because He wanted to set Jesus up. Betrayal is done by a trusted friend. If Jesus is God, then where is the betrayal? I personally believe that He was and is Jesus, God's Son, who was the living Will and Word of His Father and our God. Ps. 94:11 says that the Lord knoweth the thoughts of man, that they are vanity. I know of no place in the Bible that says God judges us before we even think to do evil. He doesn’t judge us by what is common of man. Below are some of my beginning notes:
God knows people’s choices by what is in their hearts, not what’s on their lips. He don’t judge us by what is common of man. In Matthew, Jesus said this, “This people draweth nigh unto me with their mouth, and honoureth me with their lips; but their heart is far from me. But in vain they do worship me, teaching for doctrines the commandments of men.”
God does not know what you have not thought. He does know the intent of your heart. I don’t think God goes to the place of judging you for something before you are even guilty of thinking to do it.

• God chose Abraham because He trusted him (doubted God)
• God chose Jochebed because He trusted her
• God chose Moses because He trusted him (disobeyed God)
• God chose David because He trusted him (for a season)
• God chose Solomon because He trusted him (went his own way)
• God chose Job because He trusted him
• God chose Jonah because He trusted him
• God chose Mary & Joseph because He trusted them
• God chose Jesus because He trusted Him
• God chose Judas because He trusted him (not to do what he did)
• God chose This little poor, insignificant, nameless widow woman because He trusted her
• God chose you because He trusts you with the ministry of LFCC
