It really doesn't matter. We had to draw a line SOMEWHERE, and that's where it fell.
Quite frankly, most 18 yo's aren't equipped to deal with an adult who is out to exploit them... a reasonable argument could be made that the line is too low...

You raise a good point, but 18 year olds aren't inherently unable to deal with exploitative adults. We coddle our youth in the US, so they're not as street smart or life smart as they should be. Fifty or so years ago, an 18-year-old would've been an adult according to the criteria set by society, including marriage, employment, and possibly home ownership.
