In our country, there is something called "The honourable, honest, male public service employee" (lat. Honourus Upstandicus).
This mythical creature is said to carry out his tasks as defined by the public charter and succeeds in those tasks. He takes the agreed time for lunch & coffee breaks, calls back when he says he will, doesn't steal any post-it notes, pens or other stationery and doesn't spend time fornicating with members of the opposite sex while we are paying for it.
He hasn't been seen often in the past 25 years as he carries similar markings to the majority of the malingering public service work force and thus he is camouflaged in the morass of faceless and featureless government building landscape. On occasion, however, he can be spotted nestled amongst the cacophony of bone-idle and liberty taking staff, all over the country's public service offices.
You'll know when you come across him, for he will have a noticeable spark about him, which you will feel as an honest, vibrant energy and that marks him out from his plain-vanilla co-workers.
Treasure these moments should they occur in your lifetime, for they will be rare and sometimes fleeting and when you return,as you will, to dealing with denigrating jerks, you will look back at those magical encounters with an elevated sigh....

I don't remember the context, but I complained about the lack of any personal details on your profile. Many of us like to have some idea who we're talking to once somebody starts to say interesting things.
