Contrary to what has been previously written about this question, the Japanese leadership was not ready or willing to surrender after Hiroshima was bombed. Lack of communication between soldiers in the field and their commanders had nothing to do with the issue of surrender.

The military, led by Tojo was quite firm in their resolve to fight on, to the last child if neccessary. It wasn't until after Nagasaki had been bombed that the Emperor himself announced that Japan would surrender, and this statement led to a failed coupe attempt by a number of Japanese military officers. The coup failed when other Japanese officers stood behind the Emperor. Soon afterwards the Emperor went on radio and announced Japan's surrender. The vast majority of Japanese were stunned to actually hear the voice of the Emperor.
